History of the Orion-Syndicate Agreement

In 2377, Thomas Mallory, an Augment, used the power of three Nebulae to give himself Q-like powers. Retaining his ideological belief that Augments were superior to humans, he gave Aura Tam, a human-Augment hybrid , then serving on the USS Avandar, powers equal to his own.

He wanted her to use her Q-like powers to meddle in history. In his mind, this would validate his belief system. He triggered her latent abilities before she could understand what was happening to grant another crew member a wish: to make her life better.

In 2359 that crew-member, Second Officer/Communications Officer Zavvaa Azghar, an Orion, witnessed a Federation Starfleet Captain negotiate a truce between Orion governments and the Orion Syndicate. The Q-like powers at play transported the consciousness of Zavvaa Agzhar into her 9 year old self, and Avandar's Captain John Simcoe into the body of the negotiator/Captain.

With his knowledge of the future, he attempted to create a fairer future for the Orion people, with minimal interference in the timeline. Knowing there were no near-future border wars, Simcoe agreed to give the Syndicate thousands of hand phasers and rifles in exchange for surrendering control over a number of Orion colonies.

The Syndicate leaders eagerly agreed to this deal. The result was not greater Syndicate aggression, as they had planned, but a massive crime-war between Syndicates, reducing their power while stabilizing world and state governments throughout Orion space.

Before subsequently surrendering her powers. Aura Tam helped the crew of the Azghar further minimize changes to the timeline with another 'leap' into crew-members on the USS Enterprise during their first encounter with a cloaked Romulan Ship (Balance of Terror).

There, they muted the sensor 'ping' Spock accidentally triggered during the encounter. The subsequent defeat of the cloaked ship, without that misstep, further weakened Romulan resolve to test the Federation. In subsequent years, they did not fund the Orion Syndicates to act as aggressors on their behalf, further weakening the Syndicates.

After this second change to the timeline, a looser-tied version of the Federation emerged: The Orion Federated States. A version of Starfleet also appeared: the OFS naval fleet, wearing white uniforms patterned on medical professionals to illustrate their commitment to peacekeeping and healing.

One of Zavvaa Azghar's cousins, Rekkem, transformed with the timeline changes. Once a smuggler commanding a small cargo ship called the Yuraeto and trying to stay independent of the Syndicates, he became Captain Rekkem, of the larger, more advances Federated State Ship (or FSS) Yuraeto.
